Khaoula Bouchebka is a Moroccan political scientist specializing in international security, international law, and global governance. Her academic and professional journey spans key international hubs including Rabat, Washington, and the United Kingdom, reflecting a global perspective shaped by diplomacy, policy analysis, and intercultural engagement. Through experiences across Morocco, Europe, and the Gulf region, she has developed expertise at the intersection of international relations, strategic cooperation, and youth diplomacy. Her work focuses on promoting sustainable peace, strengthening international cooperation, and contributing to global dialogue on governance and security challenges.

Khaoula is actively involved in international representation and has represented Morocco in several global youth forums and diplomatic platforms. She currently serves as President of Morocco for the Global Network of Political Leaders (GNPL), headquartered in Washington, D.C., United States. She is also a Policy Fellow at the International Society of Engineering Science and Technology (ISEST), based in the United Kingdom. In addition, she serves as Communications & Public Relations Manager for the SDG-5 Youth Delegates Campaign, an international initiative promoting gender equality and youth advocacy, and as a Geostrategic Affairs Analyst at the Youth Policy Center based in Rabat. She also works as a Coordinator in the Protocol Department at the D3 Conseil Marocain de la Jeunesse pour la Coopération Diplomatique et Internationale, based in Morocco. Through these roles, she contributes to high-level event coordination, international dialogue, and diplomatic engagement across diverse international institutions.

2026: A Turning Point in International Engagement

The year 2026 marks a decisive turning point in Khaoula’s career, highlighted by her participation in some of the most prestigious international platforms during the UN Global Consultation in New York, she participated remotely  in the Second Progress Study on Youth, Peace, and Security (YPS), contributing a Moroccan perspective and emphasizing the importance of the principle “Leave No One Behind.”

She also contributed as an expert for the initiative “Africa Blue Compass,” under the High Patronage of His Majesty King Mohammed VI. In collaboration with the Academy and La Saison Bleue, she is engaged in efforts to support a structured vision for Africa’s maritime and climate future. She also participated as a speaker at the DGIES International Conference at Mohammed V University, where she advocated for the integration of youth and transversal skills within global diplomatic strategies.

Beyond her academic and institutional involvement, Khaoula is also active in media and strategic analysis. On MEDI1 TV in the program “Asdaa Net,” she analyzed the theme “Social Networks and War,” highlighting how digital platforms have become spaces for crisis management and new forms of diplomatic communication.

She also appeared on Luxe Radio in the program “Avec ou Sans Parure,” where she provided analysis on developments in the Middle East crisis, emphasizing Morocco’s diplomatic approach based on balance and moderation, as well as the strategic partnership between Morocco and the United States.

Khaoula has a multidisciplinary academic background, holding a Master’s degree in International Security from Bordeaux and a Master’s degree in International Law from Bordeaux. She also develops expertise in emerging fields such as artificial intelligence, cybersecurity, and remote sensing, allowing her to connect international relations with technological transformation. Through this combination of academic training, institutional engagement, and strategic analysis, she contributes to strengthening the international visibility and influence of.

In 2026, she participated as a speaker at the Africa Women Leaders Summit & Awards in Casablanca, a prominent gathering of international leaders, diplomats, and policymakers. During the event, she contributed to discussions focused on women’s leadership, advocacy, and international cooperation.

Beyond diplomacy and public affairs, Khaoula is also a writer and policy analyst. She produces research, articles, and analytical reports on topics such as geostrategy, international cooperation, and global governance. Her work aims to connect academic research with practical policy recommendations, offering strategic perspectives on complex international issues.

Khaoula Bouchebka’s academic journey reflects a strong commitment to interdisciplinary and cross-border education. She earned a Master’s degree (M2) in International Security from the International University of Rabat (UIR), where her research focused on Moroccan diplomacy and security cooperation between Morocco and the United Arab Emirates. Her thesis examined strategic partnerships, regional security frameworks, and the evolution of South-South cooperation, emphasizing Morocco’s expanding diplomatic role within the Gulf region.

During a stay in Dubai in May 2025, she attended the World Police Summit, where she engaged with international security professionals and explored developments in law enforcement innovation, regional collaboration, and technology-driven security governance. This experience further enriched her comparative understanding of global security practices.

Previously, she completed a Master’s degree (M1) in International Law with a specialization in Euro-Mediterranean Trade Law through a joint academic pathway between the University of Bordeaux in France and Mohammed V University in Rabat. Her undergraduate studies in Political Science at Mohammed V University provided a strong foundation in governance, public policy, and international relations.
